New ISSA Government Affairs Advisory Committee
We are pleased to announce the establishment of the ISSA Government Affairs Advisory Committee (GAAC). This newly formed committee is part of ISSA’s continued investment in and expansion of our advocacy efforts. The GAAC and its members will play a critical role in advocating on key legislative and regulatory issues impacting the cleaning industry.

Complete This ISSA Survey and Make Your Voice Heard
In order to best represent the interests of the cleaning industry at the federal, state, and local government levels, ISSA needs your feedback. Your responses to this important survey will help guide ISSA’s position on public policy issues, assist the association in advocating on behalf of the industry’s needs, as well as gauge overall member interest in ISSA’s legislative and regulatory efforts. Senate Republicans’ ‘Skinny’ Stimulus Package Blocked
Senate Democrats blocked a GOP coronavirus bill  amid a stalemate over the next relief package.

In Congressional Testimony, AEI Recommends Enacting ‘Safe and Healthy Workplace Tax Credit’
In congressional testimony before a U.S. House Ways and Means subcommittee, Alex Brill of the American Enterprise Institute recommended that Congress enact the Safe and Healthy Workplace Tax Credit, which ISSA strongly supports.

Tell Your Elected Officials to ‘Return to the Negotiating Table’
Using ISSA’s Action Center, tell you elected officials to “return to the negotiating table” to support a Safe and Healthy Workplace Tax Credit, hazard benefits for essential workers, and additional Paycheck Protection Program aid for businesses as part of the next federal stimulus package.

Judge Blocks Labor Department’s Narrowed Joint Employer Test
A federal judge in Manhattan declared the most consequential elements of the Trump administration’s recent joint employer regulation illegal, halting what has been a priority for Republicans and the business community.
 
U.S. Labor Fines Smithfield for Failing to Protect Employees from COVID-19
U.S. Labor Department authorities fined Smithfield Packaged Meats Corporation for failing to protect employees from exposure to coronavirus—the government’s first COVID-19-related citation for a meatpacker.
 
EPA Encourages Schools and Universities to Use EPA-Approved Products and Disinfectants to Keep Students Safe
As many students across the nation return to school this fall, the U.S. Environmental Protection Agency (EPA) reminds school districts and state and local officials to remain vigilant when it comes to cleaning and disinfecting school buildings and facilities by using only products found on EPA’s List N. EPA also is working to combat imposter disinfectant products from being marketed online with potentially dangerous claims of protection against the novel coronavirus.

FDA’s Do-Not-Use Hand Sanitizer List Now Exceeds 200 Products
In June, the U.S. Food & Drug Administration began identifying a few hand sanitizers that had toxic chemicals. What began with nine products in June has grown to more than 200 hand sanitizing products by Labor Day weekend.

Join HCPA and ISSA for a three-part webinar series on Cleaning Products – A Regulatory Review. The series on November 4th, 11th, and 18th is a must for all those companies and organizations involved with the manufacture, distribution, and sale of chemical cleaning products.
 
State and Local News
States Act to Limit COVID-Related Liability
A number of states have acted to protect businesses, caregivers, schools, and government itself from liability relating to injury and death resulting from COVID-19. “Governing” briefly summarizes some of these bills, with complete details available through the provided links.

These States Aren’t Waiting for the Feds to Create COVID-19 Worker Safety Rules
In the absence of federal action, some states are creating safety rules to protect workers from catching the coronavirus while on the job. Rules went into effect in Virginia in July and regulators in California and Oregon are debating a similar move. 
 
How Has Local Government Responded to COVID-19?
State Net Capitol Journal reported that city and county governments have been prolific in their response to the coronavirus pandemic.
