12:05 pm CST: Ingredient Communication, Cleaning Products, and New York State
New York State’s initial foray into ingredient disclosure for cleaning products was derailed by the courts, but restarted in Feb. 2020 at a public meeting where New York Department of Environmental Conservation (NYDEC) unveiled its Best Management Practices for ingredient disclosure. This session will provide an overview of NYDEC’s renewed rulemaking effort and the process HCPA went through to achieve certain concessions, cut off levels, and other provisions critical to ingredient disclosure. In addition, presenters will share their thoughts on the process going forward along with prognosis on what a final rule will look like.

This session will address the California Cleaning Product Right to Know Act and lessons learned in complying with the web ingredient disclosure aspect of the act. In addition, presenters will provide detailed information about the ingredient disclosure requirements for product labels that become effective at the beginning of 2021. Presenters also will provide insight into policies established by retailers that are already requiring label changes based on the California law.

Regulatory Relief—EPA and COVID related Disinfectants and FDA on Hand Sanitizers
To ensure a ready supply of disinfectants and hand sanitizers effective against the SARS-COV-2 virus, EPA, and FDA relaxed many policies to significantly reduce the barriers to entering the marketplace for such important products.

12:05 pm CST: Hand Sanitizers, FDA and a New Regulatory System
This session will address a product category that has been front and center during the entirety of the COVID-19 pandemic:  hand sanitizers and related products. Moreover, over the course of the past couple of years, FDA has revamped the regulatory system that governs that manufacture, marketing and use of antiseptic hand rubs and washes, and most recently its final rule on hand sanitizers that became effective in the Spring of 2020.

1:00 pm CST:   1, 4 Dioxane
This session will explore the growing body of regulation around 1,4 dioxane, the ingredient that is the focus of numerous regulatory agencies across the nation.  New York State has passed a law banning 1,4 dioxane in cleaning products. 1,4 dioxane is one of the first ten chemicals EPA is conducting a risk evaluation upon under the amended Toxic Substances Control Act. In addition to regulating 1,4 dioxane under Proposition 65, California is also looking at regulating this substance in cleaning products and personal care products under the state’s Safer Consumer Products Program and the California Water Resources Board is working on developing a Maximum Contaminant Level (MCL) for the substance in drinking water.
