Colorado Updates VOC Standards
August 20, 2019On July 18, Colorado joined other states in setting stricter Volatile Organic Compound (VOC) standards for consumer products than those set by the U.S. Environmental Protection Agency (EPA). The regulation is based on the Ozone Transport Commission (OTC) Consumer Products Model Rule Phase IV and will take effect May 1, 2020 or May 1, 2021 for EPA-registered products.
ISSA weighed in on the issue earlier this year.. ISSA supports the OTC model generally, including the definitions and regulatory flexibility provisions within it. Additionally, ISSA supports a regional as opposed to a statewide approach, and a deadline that would allow time for formulators, cleaning providers, and distributors to adapt.
ISSA is pleased to report that the Colorado Department of Public Health and the Environment Air Quality Division decided to adopt the OTC Model Standards. While the division decided to proceed with the statewide rather than regional approach and an early May 1 deadline, ISSA will continue to work with its members to ensure their preparedness for compliance by May 1.
