California Adopts Clarifying Changes to Prop 65 Warning Requirements
California’s Office of Environmental Health Hazard Assessment adopted clarifying amendments to its regulations governing how “clear and reasonable” warning should be provided under Proposition 65. According to the state agency, their intent is to “provide more specific guidance for manufacturers, retailers, and other businesses in the chain of commerce on how to satisfy their responsibilities to provide consumer product exposure warnings” for substances listed under the state’s right-to-know scheme. The changes—originally proposed in November 2018 and updated last October—focus in particular on situations where a business does not comply with Prop 65 through an on-product label, but rather by providing written notice and warning materials to an ”authorized agent” for a retail seller.

Trudeau Wants USMCA Deal Ratified Quickly, Opposition Says Not So Fast
Canadian Prime Minister Justin Trudeau urged legislators to quickly approve a new continental trade pact but the main opposition party said it wanted to study the deal, indicating the ratification process could drag on. Canada is the only one of the three signatories not to have formally blessed the United States-Mexico-Canada Agreement (USMCA) deal and officials fret the process may well last until April.
