Congress Passes ISSA Priorities as Part of Major Tax Bill
What it means: On July 4, President Trump signed into law the One Big Beautiful Bill Act. The legislation includes several important 2025 ISSA Policy Priorities that will directly benefit the cleaning and facility-solutions industries.
ISSA Priorities Included in the Bill:
Expands 529 Accounts for Workforce Training – The legislation expands qualified expenses under 529-savings plans to include post-secondary training and credentialing, such as licenses and professional certifications like those used for cleaning workers.
Makes the Small-Business Deduction Permanent – Solidifying the Section 199A deduction (20%) will provide tax certainty for pass-through businesses, allowing them to reinvest in their operations and workforce without the threat of future tax hikes.
Restores 100% Bonus Depreciation – Renewing immediate expensing of capital investments through 100% bonus depreciation will encourage cleaning companies to invest in new equipment and technology, spurring productivity, healthy spaces, and economic growth.
Revives Expensing of R&D Costs – The bill permanently restores the ability of businesses to immediately deduct domestic research and experimental expenditures, providing critical support for innovation in the cleaning sector.
How This Was Achieved with Your Help:
- More than 250 ISSA members met with more than 175 members of Congress as part of the 2024 and 2025 Clean Advocacy Summits. Over the last two years, more than a dozen of the legislators—equal parts Republicans and Democrats—who summit attendees met with ultimately signed on to the legislation expanding eligibility for 529-savings plans following our meetings with them.
- Additionally, ISSA advocates sent nearly 150 messages to their members of Congress urging them to support ISSA’s legislative priorities, including transforming 529 college-savings plans into career-savings plans.
- ISSA was an early leading member of the Freedom to Invest in Tomorrow’s Workforce Coalition, a broad group of organizations that advocated for beneficial workforce-development policies to strengthen the economy.
- ISSA staff and contract lobbyist DCLRS worked hard to ensure that our priorities were included in the legislation. Learn more

Join a Making Safer Choices Focus Group
What it means: Calling all facility managers and professional cleaners–your participation is requested in a Making Safer Choices Focus Group.
Why it matters:Â The goal of this study is to gain a deeper understanding of how cleaning professionals, facility managers, and others in the cleaning product value chain select and utilize cleaning products, particularly those labeled as a U.S. Environmental Protection Agency Safer Choice. Insights will inform future training and educational materials aimed at promoting safer and healthier workplaces.
What ISSA is doing: Discussions will be conducted by researchers at the City University of New York School of Medicine, in partnership with Penn State University and ISSA, in one of five languages— English, Spanish, Nepali, Portuguese, or Haitian Creole. All participants and their responses will be kept confidential and private when the results are presented. Trump’s Trade Deals, Negotiations, New Tariffs
The 90-day pause in President Trump’s tariffs, during which the administration pledged to negotiate deals with trading partners, was set to expire July 9. But the White House pushed back the start of increased tariffs to August 1. Learn more (Time)
U.S. to Revoke TPS for Immigrants from Honduras, Nicaragua
The Trump administration will soon revoke the legal immigration status of more than 70,000 immigrants from Honduras and Nicaragua, its latest effort to curtail humanitarian programs that allow foreigners to stay in the U.S. temporarily. The U.S. Department of Homeland Security said that it would terminate the Temporary Protected Status (TPS) programs for Honduras and Nicaragua in early September, paving the way for those enrolled in the initiative to be at risk of deportation unless they have other legal means to remain in the U.S. Learn more (CBS News)

Minimum Wage Increases in 15 States, Cities
The minimum wage increased in 15 states and cities in July, though lawmakers in other states have worked to slow down wage hikes. Wage floor increases beginning July 1 in Alaska, Oregon, and Washington, DC will benefit more than 880,000 workers by collectively raising their earnings by more than US$397 million, according to the Economic Policy Institute. MN Will Postpone January 2026 Reporting Deadline on Products Containing Intentionally Added PFAS
The Minnesota Pollution Control Agency (MPCA) “has decided outside of the rulemaking process to issue an extension to the initial due date to ensure program success.” MPCA will provide more information on the extension of the January 1, 2026, reporting deadline “in the near future.” Learn more (The National Law Review)
