ISSA Releases 2025–2026 Advocacy Impact Report

What it means: As America prepares to celebrate its 250th anniversary, ISSA is proud to release its 2025–2026 ISSA Advocacy Impact Report—a reflection of what is possible when an industry comes together to shape the future.

  • Building the cleaning workforce of tomorrow by securing U.S. Department of Labor approval for the industry’s first-ever Registered Apprenticeship Program for Cleaning Technicians

ISSA, NORMI Applaud MOLD Act Provision in Senate NDAA

What it means: ISSA and NORMI applaud the inclusion of a landmark provision based on the Military Occupancy Living Defense (MOLD) Act in the U.S. Senate Armed Services Committee-passed National Defense Authorization Act (NDAA) for Fiscal Year 2027. The provision, championed by Senator Richard Blumenthal (D-CT), establishes enforceable health and safety standards for privatized military housing and represents a significant step forward in protecting the families of those who serve.

Why it matters: For years, military families across the country have endured living conditions in privatized housing that include mold growth, water damage, and elevated humidity levels linked to serious health consequences. A recent survey from Change the Air Foundation found that 97 percent of respondents reported at least one major habitability issue in their military-provided home, with mold cited as the most widespread concern. Prolonged mold exposure has been associated with heightened risks of respiratory illness, neurological symptoms, and developmental delays in children. 

The MOLD Act provision included in the FY27 NDAA directly addresses these failures by mandating enforceable health and safety standards, requiring independent inspections, and establishing greater transparency around habitability reporting for issues such as water damage, humidity, and mold. These are professional standards that trained remediators and inspectors have long championed as the baseline for safe indoor living.
What ISSA is doing: ISSA and NORMI are proud endorsers of the MOLD Act alongside a broad coalition of military family and industry organizations. Both associations remain committed to working with Congress to ensure that the men, women, and children who serve and support our nation’s armed forces have access to safe, healthy, and well-maintained housing. Learn more

2026 ISSA State Pesticide Registration Survey Now Available

What it means: ISSA’s 2026 State Pesticide Registration Survey is now available to ISSA members. This valuable resource provides essential information on pesticide registration requirements for each U.S. state, as well as for Washington, DC; Puerto Rico; the Virgin Islands; and Guam.

Why it matters: Pesticide registration is a critical component of the cleaning and facility solutions industry, as many cleaning products fall under this regulatory category. Understanding the specific requirements of each state is essential for ensuring compliance and avoiding costly penalties. The ISSA State Pesticide Registration Survey offers comprehensive data on fees, renewal deadlines, penalties, and contact information for state regulatory agencies.

Since our 2025 update, the pesticide registration fees for Illinois, Nebraska, New Mexico, and Oregon have all increased and we anticipate the fee increasing soon for Delaware. Registration authority references also have been updated throughout the 2026 survey.
What ISSA is doing: New for 2026, the survey includes an interactive map feature, making it easier than ever for ISSA members to quickly access the information that is most relevant to their companies.

EPA Provides Instructions to Help Companies Comply with PRIA 5 Bilingual Pesticide Labeling

The U.S. Environmental Protection Agency (EPA) is providing step-by-step instructions to help pesticide registrants comply with new bilingual labeling requirements under the Pesticide Registration Improvement Act of 2022 (PRIA 5). PRIA 5 requires Spanish translations for key sections of end-use pesticide product labels on a rolling schedule from December 2025 through 2030, with the most hazardous products first. Translations must appear on the product container or be provided via a hyperlink or other readily accessible electronic method.

To comply with the law and make compliance straightforward, EPA is:

  • Publishing instructions for registrants to report compliance with bilingual labeling requirements in MyPeST. To report compliance, registrants will check a box in MyPeST next to each of their products that includes bilingual labeling. In addition, registrants can check a separate box to indicate that a product is not required to include bilingual labeling because that product will not be released for shipment. MyPeST also includes a space where registrants may voluntarily submit a link to translated labeling for each product.
  • Providing a schedule for reporting compliance. The first reporting deadline is July 31, 2026, and will follow a rolling schedule similar to the rolling statutory compliance schedule.

17 AGs Suing over California Packaging EPR Law

A 17-state coalition led by Nebraska’s Attorney General filed a federal lawsuit challenging SB 54, California’s extended producer responsibility (EPR) and source reduction law. The National Association of Wholesaler-Distributors (NAW) joined as a business plaintiff in the case. NAW previously secured a preliminary injunction delaying enforcement of Oregon’s packaging EPR law for its members, a case that’s slated for a five-day trial beginning July 13. This summary provides an overview of the California, Colorado, Maine, Maryland, Minnesota, Oregon, and Washington State EPR laws from the perspective of the cleaning industry. For each of these states, the summary provides an overview of:

  • Packaging covered by each state law and exemptions;
  • Description of the regulated entity (i.e., “producer”);
  • Producer responsibilities; and
  • Implementation schedule.

Supreme Court Gives Trump Major Wins in Two Immigration Cases

The U.S. Supreme Court allowed President Trump to end temporary deportation protections for hundreds of thousands of foreign nationals from Haiti and Syria that have endured war and natural disasters. The court also cleared the way for the Trump administration to revive a policy that aims to curb the number of migrants that officials at the southern border must process to determine whether they have a right to seek safe haven in the U.S. Learn more (CNN)
