US House Passes ISSA Priorities as part of Major Tax Bill
On May 22, 2025, the U.S. House of Representatives passed a major tax package with a final vote of 215-214. The bill features several key legislative priorities for the cleaning industry and ISSA, the worldwide cleaning and facility solutions industry association, including:
- Expands 529 education savings accounts to empower American families and students to choose the education that best fits their needs, whether it is K-12 materials or obtaining a postsecondary trades credential. ISSA members advocated for this provision as part of the 2025 ISSA Clean Advocacy Summit.
- Expands the 199A small business deduction to 23% and makes the deduction permanent.
- Renews 100% immediate expensing for equipment and machinery, 100% immediate expensing for research and development in the U.S., and increased deductions for interest expenses, as well as supports the expansion of new production factories and growing operations in America by allowing 100% expensing for new factories, improvements to existing factories, and other production facilities.
The legislation now moves to the Senate for consideration under a set of rules called budget reconciliation, which requires a simple majority to pass instead of the typical 60 votes needed to move bills through the upper chamber. Any changes to the legislation in the Senate would then have to be approved by the House before heading to President Donald Trump’s desk. Trump aims to sign the bill into law by July 4.
“The tax package the House approved yesterday significantly advances ISSA’s legislative priorities to benefit the cleaning and facility solutions industry—namely, expanding the workforce and training, as well as promoting competitiveness through growth-focused tax policies,” said ISSA Director of Government Affairs John Nothdurft. “ISSA thanks the Representatives who supported the bill and urges the Senate to follow suit.” According to the U.S. Bureau of Labor Statistics, 69% of janitors and 75% of housekeepers have a high-school diploma or less.
ISSA members also have sent nearly 150 messages to their congressional delegations urging them to support ISSA’s priority bills, including legislation to transform 529 college savings plans into career savings plans. And the association serves as a leading member of the Freedom to Invest in Tomorrow’s Workforce Coalition, a broad group of organizations that advocate for beneficial workforce development policy to strengthen the economy now and into the future.
ISSA encourages the cleaning industry to continue to press Congress to expand qualified expenses under 529 savings plans to include postsecondary training and credentialing as part of the larger 2025 tax package. Using ISSA’s Advocacy Action Center, easily take action now.
