ISSA, the worldwide cleaning industry association, announced that the Congressional reauthorization of the Pesticide Registration Improvement Act (PRIA 5) is included in the Consolidated Appropriations Act, 2023, which passed today.

PRIA provides necessary resources to the United States Environmental Protection Agency’s (EPA) Office of Pesticide Programs (OPP), which oversees the registration of disinfectants and sanitizers.

“On behalf of our more than 10,500 members representing the entire cleaning industry, we are extremely thankful to Congress for making PRIA 5 law,” said ISSA Director of Government Affairs John Nothdurft. “PRIA reauthorization will help manufacturers’ products to combat infectious diseases and protect public health get to market quicker. PRIA 5 will give manufacturers of disinfectants and sanitizers more certainty and transparency when registering their products with the EPA. Additionally, this will ensure critical disinfecting and sanitizing products are available to frontline cleaning professionals.”

The legislation will supplement annual appropriations for OPP with additional funding from industry-paid fees that support pesticide registration, registration review, and other regulatory actions important to promoting product innovation. The much-needed OPP funding, coupled with a variety of process and information technology improvements, will allow OPP to increase staffing and better meet registration and registration review timeframes to give consumers, health care professionals, and cleaning professionals the tools they need to manage pests, microbes, and germs in and around our homes, communities, workplaces, and other facilities. The bill will also require Spanish translations of pesticide labels within set timeframes.

PRIA 5 passed one year early, before the expiration of PRIA 4 on September 30, 2023, takes effect retroactively on October 1, 2022, and expires in five years on September 30, 2027.

First passed in 2004, the Pesticide Registration Improvement Act set up a fee-for-service program for pesticide manufacturers that funds part of EPA’s pesticide registration program. From its inception PRIA has had the support of manufacturers, environmental NGOs, growers, professional pesticide applicators, the cleaning industry, and members of Congress.

ISSA, a founding member of the PRIA Coalition, has been proactively lobbying for passage of PRIA reauthorization on behalf of its members and the entire cleaning industry.
