Cleaning-Industry Representatives Gather on Capitol Hill for Key Discussions with Congress
ISSA announced that industry leaders will convene on Capitol Hill April 10-11 for the 2024 ISSA Clean Advocacy Summit. More than 100 cleaning-industry leaders will head to Washington, DC to inform Congress about how the cleaning industry strengthens America’s health and economy. The group will advocate for important issues, such as addressing labor shortages, securing U.S. Environmental Protection Agency funding, and seeking support for workforce legislation. Learn more

As part of International Cleaning Week (March 24–30), ISSA hosted a luncheon at the association’s Rosemont, Illinois headquarters during the afternoon of March 27 recognizing recipients of the U.S. Environmental Protection Agency 2023 Safer Choice Partner of the Year Award. Learn more

House Committee Passes Resolution to Repeal Independent Contractor Rule
The U.S. House of Representatives Committee on Education and Workforce passed HR 116, a Congressional Review Act to nullify the Biden administration’s independent contractor rule, CCJ reports. Learn more

Coalition Asks Court to Strike Down Independent Contractor Rule
The U.S. Chamber of Commerce filed a lawsuit challenging the U.S. Department of Labor’s rule on determining if a worker is an employee or an independent contractor, according to Safety + Health. Learn more

House Passes Ocean Shipping Reform Implementation Act
U.S. House of Representatives lawmakers passed a bill giving regulators new power to investigate potential violations of the law by the producer of one of the most closely watched container freight indexes, Freight Waves reports. The Ocean Shipping Reform Implementation Act of 2023, which passed by a vote of 393-24, targets China’s Shanghai Shipping Exchange (SSE). SSE publishes the Shanghai Containerized Freight Index, an aggregator of spot market data on which container freight rates in the trans-Pacific Ocean trades are indexed. Learn more

OSHA Final Rule Allows Third Parties to Access Workplaces
The U.S. Occupational Safety and Health Administration (OSHA) issued its final rule governing the worker walkaround representative designation process. The rule allows third parties to accompany OSHA safety and health officers on facility inspections. Learn more

Biden Administration Issues Rule to Push Heavy-Duty Truck Fleet toward EVs
The Biden administration finalized a rule that is expected to make a larger share of the U.S. truck fleet electric. According to The Hill, it is difficult to know what percentage of new heavy-duty truck sales could be expected to be electric under the rule, as the rule deals with eight different classes of trucks.
